Brief History of the Establishment of Cooperative
Movement Institution
1.The Institution of Indonesia Cooperative Council / DEKOPIN
Hatta’s Speech, July 12,1951…..If we open the 1945 Constitution then read
and learn comprehensively the article 38, there will be stated two obligations
for single objective. The objective is to carry out general welfare of the whole
people by arranging economy as mutual business base on family system. The
economy that adopts mutual business with the family-system base is
cooperative because only cooperative declares that the cooperation among the
business doers is as one family. In it, there is no conflict between the employer
and the employees, between the leaders and the workers. All parties who work
for the cooperative are the members and have equal responsibility toward the
safety of it. As the member of the family is responsible for his or her family, a
cooperative member should also act likewise to the cooperative.
" The more prosperous the cooperative, the more prosperous their life
will be. more desperate the cooperative, the more desperate their life will
be."
In the wartime of the return of Dutch occupation after Indonesia’s
independence was proclaimed, some leaders of cooperatives struck the
colonist to carry out article 33 of 1945 Constitution as it had been aspired by
the founders of Indonesia.
The cooperative leaders, in their struggle, tried hard to clarify the basic
principles of cooperative as an economic organization that is based on
democracy.
They wanted to come to the agreement about those principles, which could be
applied to develop Indonesia cooperative.
At the end of 1946, West Java cooperative initiated to hold a conference in
Ciparay to establish the Priangan Cooperative Centre. It duties were:
First : To coordinate activities of the cooperativesin all over West Java.
Second : To support the establishment of all cooperative in West Java
Third : To hold immediately national cooperative conference.
Based on the outcome from the Ciparay conference, despite the wartime
situation, the cooperative leaders fought the Dutch blockade to meet the
Indonesian vice president ( Mr. Mohamad Hatta ) as the founder of
cooperative in Indonesia, the head of central cooperative department (R.S
Surya Atmadja) in Magelang, and the director president of Bank Negara
Indonesia ( R.M. Margono Djojohadikusumo).
Because Bandung, as the central for cooperative struggle, was still under
Dutch occupation so that the first cooperative congress was held in
Tasikmalaya on July form 11 to 14,1947 at Gedung Pabrik Tenun Perintis,
which was owned by Tasikmalaya, cooperative center, located at jl. Ciamis
( Jalan dr. Moh Hatta at present).
